TCP Permit Classes Explained
TCP Class P: Pre-arranged, 1–7 passengers. Minimum insurance: $1.5M CSL. TCP Class A: Charter service, 8–15 passengers. Minimum: $5M CSL. TCP Class A (16+): 16 or more passengers. Minimum: $5M CSL. Uber Black and Lyft Black drivers in California operate under TCP P unless their vehicle seats 8+, in which case TCP A applies. All TCP classes require a Form PL insurance filing with the CPUC.
What Is a CPUC Form PL Filing?
Form PL is the CPUC's proof-of-insurance form. Your insurance carrier files it directly with the CPUC to prove continuous coverage. If your policy lapses or cancels, the carrier files a Form PL withdrawal, and the CPUC suspends your TCP permit immediately. Drug & Alcohol Testing Requirements
TCP carriers must maintain a written drug and alcohol testing program compliant with CPUC General Order 157.2. This includes pre-employment testing, random testing (at least 10% annually for drug, 25% for alcohol), and post-accident testing. Your insurance carrier does not run the testing program — you contract separately with a third-party administrator (TPA) like DISA or Ceridian.
